It's a hydrofoil. It's cool because the faster it goes the higher up off the water it comes so less drag, hence the two large wings coming off the sides. That is an actual boat and i think should join the fleet in about a year or so.

That gentlemen, is the newest type frigate built for the US Navy. It's called a Littoral Combat Ship (LSC) class and it is the "wave of the future" in naval warfare. General Dynamics and Lockheed Martin are vying for the contract.
