I'm French Canadian and I've never seen such a thing in Quebec. It's probably intented for those Anglophones...:)

Canada's been selling milk in cartons for longer than I've been alive, bud. It's the plastic pitcher-bags you don't have in the states, and might require some instruction for. (That said, we stopped using glass bottles decades ago as well).
